Configuration question

Can anyone tell what the setting is in either jsp.properties or
jserv.properties or wherever that determines where you can put your .jsp files
and have Apache/Jserv1.0/gnujsp1.0.0 find them. I can put my .jsp's in
/usr/local/apache/htdocs and they work but that's the only place I've been able
to get them to work.
I have repository in my jsp.properties pointing to
/home/alex/projects/nashville/dev/jsp. I have all the permissions along that
path set to 'chmod 777'. I've fiddled with the scratchdir and pagebase
parameters to no avail. My jsp invocation is currently set to :
servlet.gnujsp.code=org.gjt.jsp.JspServlet
servlet.gnujsp.initArgs=checkclass=true,pagebase=/usr/local/apache/htdocs,scratc

hdir=/usr/local/apache/jsp,debug=true,compiler=/usr/local/java/jdk1.2/bin/javac

-classpath
%classpath%:%scratchdir%:/usr/local/gnujsp/gnujsp-1.0/gnujsp-1.0.0/li
b/servlet-2.0-plus.jar:/usr/local/gnujsp/gnujsp-1.0/gnujsp-1.0.0/lib/gnujsp10.ja

r:/usr/local/gnujsp/gnujsp-1.0/gnujsp-1.0.0/lib/gnujsp10test.jar -d
%scratchdir%
 -deprecation %source%

Any clues.

Thanks.
