You can not use wrappers. They are not supported.

JCVS supports binary imports using expressions such as "*.gif" and
"*.jpg", as well as supporting "Add"-ing binary files once a project
is open.

As for UUencoding, there is really no way to support that in jCVS.
If you need this support, you will need to use the command line client.
