This indeed looks like a simple bug.
I believe that if you play with the configuration of these properties
(listed in doc/propdoc.txt) and add appropriate quoting, and place these
properties in your '$HOME/jcvsrc.txt' file, you should be able to correct
the problem easily.

This is determined, yes, by your registry, and specifically, you set
this via the "File Types"  dialog via Explorer->View->Options->File Types.

You may certainly ask here, but you will probably get a better response
via info-cvs. You really have two options, WinCVS, and jCVS. I have never
tried WinCVS, but many have and like it. I work exclusively in a Java
environment, so I prefer jCVS. I think jCVS is the only client to use
the client/server protocol independently of the CVS libraries. This
means that jCVS will have its own set of bugs independent of CVS, which
can be good or bad. Both appear to be actively developed. Since jCVS
attempts to be compatible with the CVS command line client, you should
be able to intermingle use of all three, although there are a few known
problems that will be worked out in 4.8.
