You are on a UNIX machine. Priveleged sockets can not be used unless you are root.
In this case, you must add the following property to your "~/.jcvsrc":
jCVS.rshCommand.default=/usr/ucb/rsh
That will tell jCVS to use the rsh binary, as opposed to doing rsh internally.
However, there should be a default for this that works, so I am a little confused.
