I messed up on this one. The place that I have seen the problem is not the
sticky tag but going to a down rev of the file. Once I grab an old version,
I have not seen an indicator that I am down rev and updates only grab the
down version, not the latest.

Sticky tags are applied on a working directory basis, per checkout.
Any file in the working directory will indicate the Sticky Tag for
every file in the working directory. Since sticky tags are stored
in the CVS directory of the WD, it is possible for one directory
in the WD to have a sticky tag that differs from others, but I do
not know how that can be accomplished without editting the CVS/
files directly. Anyone ever seen that happen?
