Implements the Giant Java Tree Package Doc doclet.

This package implements the Giant Java Tree Package Doc doclet which produces the package documentation and database used to describe the tree. The purpose of the Package Doc database is to help developers with reuse of the code on the tree. Without Package Doc, it would be difficult to quickly locate packages that implemented functionality that the developer requires.
